Issue during Mock Init

Am trying to Init Mock by using RHEL-EPEL which has some repo details.
received below error , even i installed dnf and dnf plugin core
No match for argument: dnf
No match for argument: dnf-plugins-core
Error: Unable to find a match: dnf dnf-plugins-core
