Selinux question - Satellite installation

I have a fresh install of RHEL Satellite and have two issues: I ran a health check using foreman-maintain and the pulp, and pulp_auth service keeps failing to start.

Additional issue: When installing a package I recieve the following error: /Stage[main]/Pulp::Config/Selboolean[pulp_manage_puppet]: Could not evaluate: Execution of '/usr/sbin/getsebool pulp_manage_puppet' returned 255: Error getting active value for pulp_manage_puppet

According to this article - https://access.redhat.com/solutions/5204011 the SE modules were not loaded, which seems to be the fact. However, when I run (semodule -i /usr/share/selinux/targeted/pulp-celery.pp) to add the module, I receive the error (Failed to resolve typeattributeset statement at /etc/selinux/targeted/tmp/modules/400/pulp-celery/cil:47
semodule: Failed!).

Has anyone experienced these errors after installation?
