Disconnected Satellite Repo Discovery

Downloaded all content iso's from here https://access.redhat.com/downloads/content/250/ver=6.10/rhel---7/6.10.3/x86_64/content-isos

1 . downloaded from office to dvd (don't have a blueray)
2. scanned via mcafee (requirement for lab here) uploaded to network share then uploaded to vsphere datastore
3. mounted them all to my vm satellite server
4. copied the discs to /var/www/html/pub/sat_import like instructions in https://access.redhat.com/documentation/en-us/red_hat_satellite/6.10/html/installing_satellite_server_from_a_disconnected_network/installing-satellite-server-disconnected#enabling-the-disconnected-mode_satellite
5. each disc is a folder 1,2,3, and so on to disc 38
6. When I go into products > new repo > then try to discover the yum repo's (http://satellite.example.com/pub/sat_import/) Results it doesn't find all the repo's only discs 1,4,7,38 (not exact but it only finds like 4 of 38)
Edited the url discovery to direct path on disc didn't change the results.

Checked manifest file seems fine. Allocated for a test atm only 2 servers 1 satellite 1 workstation. Trying to use Satellite for Yum repository to patch/update RH 7.7 to 7.8 in environment. My mind can't wrap the reasoning on why but I am sure it's something simple I am missing here.
