Pacemaker use of migration-threshold parameter

In a pacemaker defined using a clone resource is there difference in behaviour if migration-threshold parameter is set on the clone resource on the actual resource

i.e, between this:
Clone: rsc_Db2_HADR_Z87-clone
Meta Attrs: migration-threshold=1

Or this:
Resource: rsc_Db2_HADR_Z87
Meta Attrs: migration-threshold=1
