AIX has SMITTY
HP-UX has SAM
RHEL has setup or system-config-* tools.
It is not the same thing.
Although i like using command line no one can know all available commands and switch. A tool like smitty is very useful we you never did something. Furthermore you can press F6 to see which command is behind the operation you are doing so you can learn.
I think the setup command is a start point but very far from smitty or SAM.

system-config-* ( or linuxconf) where never designed for command line, and meant for new administrator on linux. Most of these have been deperacated or (will be replaced), except for system-config-printer.
