Lot of systemd-udevd processes after reboot or multipathd restart/reload

Hi all,
We have some Oracle database servers that those servers have more than 200 LUNs. When server is rebooted or multipahd service is restarted/reloaded, many systemd-udevd process will be lunched and ASM couldn't detect Oracle database disks also we can't see result of multipath. This situation will take more than 10 minutes.
"udevadm monitor" shows lot of add/change on paths or block devices.
We had try to force udevd to ignore it by changing watch option to nowatch but nothing changed after that.

Here is some information about the environment:

Storage Array: EMC Unity All-Flash
Server Hardware: HPE DL580 G10
OS: RHEL 7.6
Multipath Software: DM-Multipath
Path per LUN: 16 (8xActive - 8xEnabled)

It's highly appreciated that help us to find root cause of this issue.
