RHEL 8 production and testing environments without subscriptions?

People have mix opinion for RHEL 8 subscriptions. In simple words please clarify, does Redhat Enterprise Linux 8 is illegal to use without any subscription in production or test environment.

Is it legal is not the main question here ... Does it make sense is more relevant - because without a subscription you won't get
any updates. You can use the no-cost developer subscription which lets you use up to 16 systems without getting charged. :)
Red Hat Enterprise Linux is fully open source, by the way, which means that you can compile the distro yourself from scratch.
