One user cannot change their password

One, and only one, user cannot change their password on a RHEL 6.10 machine. Gets all the way through the process, and the system returns "Access denied".

Hers is configured as all others, but no other users have this issue.

This has been going on for some time, and I have not seen this exact problem, let alone a suitable solution.

All ideas welcome.
