Looking for custom fencing agent to remove node during IP conflict

Is there a fencing agent which will simply remove a node from the cluster when it determines an IP conflict?

It's obvious that an IP conflict can hose a cluster, but I don't want to completely shutdown the offending node(s), I just want to put them in standby so they're temporarily suspended from the cluster.

These are remote nodes (i.e. hundreds of miles away) so I need to keep them online in order to determine and (hopefully) resolve the IP addressing.
