High availability packages for developer subscription for individuals

The developer subscription for individuals permits running up to 16 RHEL servers but using this mecanism there is no way to install through yum the high availability packages to create a Redhat cluster.

What's the solution to configure a redhat 8 cluster while using developer subscription for individuals?
