unable to use subscription manager

error 403I am trying to learn for rhce certification but cannot use subscription manager to enable ansible. Why is this issue occuring? Attaching a screenshot of the isssue. Please help. Using rhel 7 for this.

If you don't have a valid subscription for downloading packages from Red Hat CDN then you may have to register with No-Cost Red Hat Developer Subscription which gives up to 16 valid subscriptions to be used*.

The Red Hat Developer Subscription for Individuals is a single subscription, which allows the user to install Red Hat Enterprise Linux on a maximum of 16 systems, physical or virtual, regardless of system facts and size. Those 16 nodes may be used by the individual developer for demos, prototyping, QA, small production uses, and cloud access.

Once you have successfully registered with this one then you could activate the subscription and download required packages. Alternatively, you may attach ISO image (if available) and create a local yum/dnf repository and download/avaiable packages from the image.
