bootkube.service and release-image.service not starting automatically

Hi,

I am trying to deploy OpenShift 4.7 in platform agnostic method. The issue which i am observing, on the bootstrap node the bootkube.service and release-image.service services are not starting automatically. The bootstrap node is taking the ignition file correctly, and i am able to login to the node with the defined SSH key, but found bootkube service not started. Can anyone suggest what i am missing and why the services are not started automatically.
