Can start, but not enable, vncserver following 8.3 upgrade

I've upgraded a headless dev machine from 8.0 to 8.3 ('dnf upgrade --refresh'). I've then followed the instructions here to get vncserver running again.

Problem: I can start a vncserver session, but I can't enable it across reboots with

# systemctl enable vncserver@:1

Following a reboot, I get a blank vnc screen with a single window, but I'm locked out. I then have to ssh in and restart the service:

# systemctl restart vncserver@:1

'systemctl disable' followed by 'systemctl enable' makes no difference.
