What makes RH decide if certain packages goes into repo?

Hello,

I was wondering what is the procedure/requirement for certain software to be into official repos?

Obviously we have EPEL and other third party packagers because RH doesn't want to ship them for some reason. I am 100% sure that many users would like a lighter desktop enviroment as a alternative to GNOME. Another example is https://github.com/ryran/xsos. Its awesome tool that makes work easier. Why would RH not include it in repos?

What about XFCE/sway? A lighter enviroments.
What about htop/dstat? Everybody use those.

Flatpak expanded software availability greatly of course.

Let the users speak for themselves, would you like to be able to participate in some kind of poll about these things? As RH stated "Communities power everything we do..."
