Redhat license sizing

We are going to create a new website in windows azure, and we will use linux Redhat Enterprise as OS for solrCloud search engine, we plan to use 3 servers.
In future we may deploy DR site and it will be also in azure using azure site recovery technology.

Our question is : How many licenses are required, since all Virtual Machines on DR will be stopped (OFF)?
