RHEL7 GUI users not showing

Our company just upgraded to RHEL 7 a few days ago and I'm trying to change the passwords for a couple users. Took a minute to find where user management is, and when I did it's only showing maybe 20 users out of 100. When I go out of the settings panel and back in, it shows me different users. I had to use the command prompt to get a full list of users to make sure we didn't lose any during the upgrade, and then change passwords through there. Anyone else have issues with the GUI only showing a few random users? Is it supposed to be that way?
