No display after fresh install

i have seen posts about no display and go here and do this but very unhelpful when no display what so ever just a blank black screen with no command line. i have a vga monitor at standard hd. running minimal install of rhel 7.8, when i install any of them either webserver or anything, blank screen. bios displays fine, system startup displays fine. its black right after you select rhel 7.8.
