HTTP 401

I have two NFRs

Red Hat Ansible Automation Platform, Self-Support (100 Managed Nodes, NFR, Partner Only)

Red Hat Enterprise Linux, Self-Support (128 Sockets, NFR, Partner Only)

I also got a license key for Ansible Tower sent to me direct.

My question is first does the Red Hat Enterprise Linux, Self-Support (128 Sockets, NFR, Partner Only) entitle me to REHL 8 repository access?
When I run subscription-manager I get a HTTP 401 not authorized.
I'm using my user@domain.com ID. I don't have a short name to use, that is my email and redhat ID. What is the process to register if this doesn't work or is a bug?

Second question, if that doesn't entitle me to access to the rhel repository how do I get access via a partner account, is there a different NFR to apply to?
