Issues with Log Out and 'Open Terminal' option

Hello,
I am inquiring for a solution to an issue that's been going on for a time.
The issue is that I am supporting RHEL 7.8 (Maipo) and when users are either logged in directly to the workstation or logged in remotely to its desktop, they can't log off the workstation. When the users go to the upper right corner, and chose the icon to 'Log Off', the icon button does not work. Would anyone know what might be going on, and potentially have a solution to this issue?
Also, when the same user (and other users) are logged onto this particular desktop, they want to be able to open a terminal window. The typical way of doing this is by 'right-clicking' on the mouse button, then a small selection window comes up and one of the options is 'Open Terminal'. This option is missing from that selection window and I would like to know how to restore it so that it is an option again.

Any help on these two issues would be very much appreciated.
