foreman-proxy user on client

Hi,

As I understood the foreman-proxy user is created automatically during the host provisioning.
But unfortunately I noticed that this was not the case and I must to create it manually on the system. I've read the documentation but I don't see anything in this.
So here's my questions:
- Is the foreman-proxy user set by default or do I need to configure it in a kickstart template?
- Is there something in the RHEL Documentation? Perhaps I didn't look in the right place...
