Need yum access to update air-gap system

I am the manager for a 144 socket intel system we purchased from Dell.
I would like to find a convenient way to update and maintain this cluster.
I have a customer portal account (mccluret)
Currently we must create ISO images to install on a local repository for this air-gap system.
Can i get a subscription for an intermediated system to build and test OS and application packages?

To the point -- I am trying to install OpenFOAM and the current versions requires Docker - how do i get this application to the head node image?
We are using Bright Cluster Manager with a 1PB luster fs and EDR IB.
