Drive Encryption breaks Symmetric Multiprocessing Threads (SMT) on RHEL7.7

BLUF: SuperMicro X11SDV-8C-TP8F with BIOS settings of:
multi-threading on
all cores enabled
RHEL7.7 Install setting - drive encryption on (NVMe drives)
RHEL7.7 will not boot, nor will RHEL8 - installation stalls
RHEL 7.6 will boot

We have RHEL 7.6 running on our SuperMicro X11SDV-8C-TP8F with SMT (using NVMe and drive encryption) and want to upgrade to Red Hat 7.7 (latest kernel) but cannot. The install of RHEL 7.7 fails.
