Expected repositories not listed by subscription manager

Hi all,
I'm running RHEL 7.7, and I'm setting up a local repository server. I want to add a local copy of the HA and RS repositories. I've checked that my subscription allows access to the repositories, and as far as I can tell, my subscription does allow my access to these repos.

However when I run subscription-manager repos --enable rhel-ha-for-rhel-7-server-rpms, subscription manager says that the repository id is not valid.

Any idea why that might be? I've already tried resetting yum, re-registering and cleaning the subscription-manager etc. But this has not fixed the issue. when I do subscription manager repos list it lists a lot of repos but not the two I need.
