New content view not seen on content hosts

I am trying to update the sssd (and related packages) on my content hosts.

The old content view uses the 'Red Hat Enterprise Linux 7 Server - Extended Update Support RPMs x86_64 7.6', from which the updated sssd is not available.

I created a new content view consisting ONLY of the updated sssd packages from the 'Red Hat Enterprise Linux 7 Server (RPMs)' repo, published and promoted it. When I examine the CV version I can verify that the packages I need are there.

I created a composite CV using those two. I assigned the new composite CV to a content host. I then connected to that host and ran 'subscription-manager refresh' and cleared the yum cache (yum clean all; rm -rf /var/cache/yum/* etc...). When I try to update the sssd via yum update, it says that no versions were marked for update.

I've spent several hours wiggling this around and I cannot figure it out. What am I missing?
