Touch screen is disabled when screen is locked

I have custom all-in-one computers that only have a touch screen as a permanent input device, it is essentially a kiosk computer without a mouse and keyboard. The touch screen works only when in the gnome desktop environment, but once the screen locks the touch screen no longer works. I am able to get the touch screen to function again if I remotely send an "xinput enable 'touch screen name' or if I float the input and then reattach it to the master. So it seems like the touch screen actually gets disabled as an input device once the screen locks. Is there any way to prevent this from happening?
