Cloud-init missing on Azure Images for RHEL 8

Just tried spinning up the latest RHEL 8 image on Azure, wanting to see which changes I needed for my bootstrap script.

Turrns out that cloud-init isn't installed. It's sitting there in the repo but not included in the image. Kinda defeats the purpose of building the package if it's not included in the images.
