Is it possible to install packages in Rhel 8 Beta container running on Rhel 7 Host

Is it possible to install packages in a Rhel 8 Beta container running on a Rhel 7 host?
I tried that but it says "Error: There are no enabled repos."

Obviously it can't use the Rhel 7 repo but Rhel 8 repo's can't be added to Rhel7 host and subscription-manager won't run inside a container.

Appreciate your help.
