Red Hat Workstation Repo RPM Folder Change?

Good Morning,
I normally perform a reposync every two weeks, since our workstations are air gapped from the internet.
Yesterday, I noticed that the workstation-rpms were downloading every single rpm again, and upon further investigation, it seems that the workstation-rpms repo was creating a new folder structure under Packages. In the past, all the rpms were directly under Packages. Now, there are folders similar to what the EPEL repo had, with numbers and the alphabet.
This happened for RHEL6 and RHEL7 Workstation repos.
Is this the "new normal"?
