JBoss JWS xPaaS image and env.XXX in config files not replaced

Adding ${env.DB_PASSWORD} to META-INF/context.xml or any Tomcat config file is not replaced at runtime JBoss JWS xPaaS image (jboss-webserver31-tomcat7-openshift). However, a similar approach/syntax works fine in JBoss EAP. Is there a way to inject OpenShift config maps/secrets into a JBoss JWS xPaaS image? Or, is it simply not supported and users have to find other ways to accomplish this task.
