Hi Ilyasse,
Do you have a need for a lower release of glbic?
If so, run yum downgrade glibc-common-2.12-1.209.el6.x86_64
Be aware that this might cause major issues with applications or Operating System packages that are linked to the current release of glibc.
Kind regards,

Author: ilyasse amara do you mean that RHEL 6.9 not support the glibc packages
The release you wish to install is older than the one on your server, downgrading is not a good practise. The one installed has more security patches and bug fixes, then the one you are trying to "install".
If you wish to update "glibc" then run "yum update glibc", why are you running "yum -y install glibc-common-2.12-1.209.el6.x86_64.rpm".... ? In fact, glibc-common is a dependency for "glibc" package.
Simply run the command "rpm -q glibc" and post the details here. Also, please format your reply so that it would look nice..
I guess you get confused by the options of yum.
1) you download a rpm manually and have to provide the complete rpm file name (the complete file name as it is shown on disk, if you do not mention the complete or relative path it will look in the current working directory)
2) you request yum to check the repositories it knows from the files in /etc/yum.repos.d in this case you only have to provide the rpm name or name-version as it is known in the rpm-database (e.g. shown by rpm -q glibc or rpm -q glibc-common, or rpm -qa if you do not know the name)
