Why my local mirror doesn't pull kernel packages when I run reposync ? All other packages are there but only kernel packages are not getting downloaded.

Ensure that "kernel" is not excluded in /etc/yum.conf

Yes, check if you added kernel to "versionlock.list" under /etc/yum/plugins.d/, otherwise, this kernel packages might have been added to the exclude list in /etc/yum.conf file.
