When installing a machine 2012r2 throws me the following error:

"The guest OS doesn't support the following CPUs: opteron_g1, conroe.
Its possible to change the cluster cpu or set a different one per VM.

Please note that the end of support of RHEV 3.x has been announced: http://rhn.redhat.com/errata/RHSA-2017-0867.html

Per VM the number of cpu's can be set, not the architecture of the cpu. This can be done at the cluster level and thus influences all hosts and VM's of the cluster.

Can I lower the cluster level in hot, or should I turn off all virtual machines?

From the docs:

All hosts in a cluster must run the same CPU type (Intel or AMD); this cannot be changed after creation without significant disruption. The CPU type should be set for the least powerful host. For example: an Intel SandyBridge host can attach to an Intel Penryn cluster; an Intel Conroe host cannot. Hosts with different CPU models will only use features present in all models.
