You need to provide more detail. Sendmail can be configured to send email to other servers but those other servers have to be configured to accept mail. You can also send attachments (on RHEL5 we do this with mutt and on RHEL6 and later with mailx).
It isn't clear what you mean by sending email to Oracle database. If you're trying to retrieve attachments from emails into your Oracle database it seems you'd need to either find something built into Oracle that will scan email and do this or you'd have to do a procmail/fetchmail setup and script it so that you were extracting the attachment and adding it with sql commands.
Unless your server is running EL5 or older, you really don't want to configure sendmail to do anything. For EL6 and EL7, you'd want to configure postfix, instead, to act as an MTA. Google will turn up lots of good how-tos for PostFix - even ones specific to EL6 or EL7 - that are probably more-easily read than what's easily conveyed through this forum's interface.
That said, there's more to mail than just configuring an MTA. The question surrounding Oracle, users and the overall desired mail-flow are only very vaguely specified by you. If you want help, you'll need to more clearly detail what it is you are expecting to do (what's generating the email, what direction the email is suposed to flow, and what's the expected ingest method at the site receiving the mail).
