Install bbswitch and tlp

Hello,

I want to improve my battery life on my laptop.
On other distributions, I used powertop, tlp and bbswitch (to turn my dgpu off).

Powertop exists, but bbswitch and tlp not.

Are there alternatives to them on RHEL?
Is it possible to install them from source?
