Is there any way to tell if LUKS has been installed and is encrypting a hard disk? This would be on RHEL v6 machines.

You should be able to use cryptsetup status <LUKS_DEVICE> to see if it's operating. If your system has nothing under /dev/mapper, it's generally a safe bet that LUKS isn't active (simlarly, if the RPM is missing, you've got not LUKS functionality)
