QT5 Install

I’m trying to install qt5 on the Red Hat 9.3 on it will not install. Is there a specific way or command I should run to install qt5 or any qt at this point? It will tell me either error or dependencies resolved “nothing to do”. It will just not install the qt not matter what I try… any idea?
