Tftp connect timed out when network install , the firewall has stopped,

How to resolve,?

Is the host connected to a network switch and does the network switch have STP enabled? if so, there will be at least a 15 sec delay while the STP process check for routing loops.

Can the network switch be set to transition the port to forwarding packets without the delay? For example, on a Cisco switch there is a 'portfast' command.

P.S.: remember to check all switch settings in the path to the TFTP server.

In the case of a VM bare in mind that PXE will not work with NAT. Try macvtap and bridged mode for the duration of the PXE boot then change back to NAT.

I would try using
* nicdelay and linksleep
nicdelay=50 linksleep=50
* Supposed to delay bringing up the NIC for XX seconds to allow portfast negotiation. YMMV

I searched but it seems these are not documented in the Installation Guide. I will ask for that to be reviewed

TCP_Wrapper restrict , delete the TCP_Wrapper limit, TFTP is ok
