Not sure if you got your question answered. Just posting my comment in case you didn't.
You need to differentiate between RHEL-based hypervisors and RHEV-H. To use a RHEL system as a hypervisor, install a RHEL system and subscribe it to the relevant RHEV subscription. See https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Virtualization/3.5/html-single/Installation_Guide/index.html#Adding_Red_Hat_Enterprise_Linux_Hosts for more info.
RHEV-H is a minimal version of RHEL and is provided as an ISO file,. Boot up the ISO file install RHEV-H. You can obtain the ISO from yum installing the relevant package which you will need subscriptions for. Optionally, download the ISO file directly from the Portal. You will still need a subscription for your hypervisor to be supported.
