I can't upgrade php to be version 5.4 the only version i can get is 5.3

Which version of RHEL are you referring to?

I notice that in the tags you are referencing Red Hat Software Collections, are you attempting to update/install from RHSC?

If installing from RHSC (and you are subscribed) you can use either of the following:
yum install php54
yum install php55

I would provide a link to the Software Collections repository and configuration instructions.. but they are even more impossible to find in the new Customer Portal.

Ahh, there's some truth in that -- it takes getting used to. For future reference, you can find all documentation under "Products & Services -> Knowledge -> Product Documentation".

Here's the link to the relevant chapter of the Red Hat Software Collections 1.2 Release Notes: Installation. It includes instructions on how to get access to the product, as well as a step-by-step guide on how to enable the right repositories and install the required collections.

Thanks for the link. Do you have a new location that you can browse the RHSC repository at? It used to be browseable in RHN classic interface

I would expect to be able to select:
Downloads -> Red Hat Enterprise Linux -> Product Varient: Red Hat Software Collections -> Packages

Or alternatively:
Downloads -> Red Hat Software Collections -> Packages
