changing language locale per user

what need to be done in order to change the locale languae per user I'm using RHEL 6.2.
e.g the machine locale langauge is LANG="en_US.UTF-8" and I want to change it to LANG="ru_RU.UTF-8" only per some users

For interactive logins, you can set the LOCALE or LANG environmental variables in each user's profile.

Other than that, depending on how the user is connecting, their connection-client can pass the requisite environmental variables through to the host.

Login to User and then add below line in .bashrc file export LANG="ru_RU.UTF-8"
