Is Rule3 "Avoid deprecated addresses" of the destination address selection specified in RFC3484 supported?

That rule is supported by Red Hat Enterprise Linux 5.2. However, the rule doesn't work by default for the compatibility with Red Hat Enterprise Linux 5.0. If you would like to enable this rule, create /etc/gai.conf and add a scopev4 directive in the file.
An example of the gai.conf file would look like:
scopev4 ::ffff:169.254.0.0/112 2
scopev4 ::ffff:127.0.0.0/104 2
