Udev initialization times out in Xen dom0 on Red Hat Enterprise Linux 5

When booting a server with PCI cards that cumulatively try to allocate many Message Signalled Interrupts, the dom0 boot process may hang when the udev service is started. Ultimately the udev initialization times out.
