How do I limit HTTP access based on time restriction via the Squid server?

Using the Squid server's Access Control List (ACL) it is possible to restrict the users ability to access the Internet. These restrictions can either be by access time or source and destination network. Squid uses and checks its http_access list directive to find a matching Web access request. Once it finds a match, it will either allow or deny access.
