On Red Hat Cluster Suite 4, how can I change the fence action option from reboot to power-off?

Fence will reboot the failed node because the default fence action option is reboot.
Some customers may want to keep the fenced node in a power-off state. To do this, modify the file /etc/cluster/cluster.conf. Find the section of the node to keep in power off state, which should look like the followin:
