Why do SCSI timeout values differ on Red Hat Enterprise Linux guests on VMWare ESX4 and ESX3.5?

Problem

SCSI Timeout values on RHEL 5.4 guests running on VMWare ESX4 are set to 180 seconds, where RHEL 5.4 guests running on VMWare ESX 3.5 report a 60 second timeout.
