Why does my Satellite disconnected installation fail with a public key error message?

When installing a Red Hat Network Satellite in disconnected mode it assumes that either:
1. You have the required dependencies installed already
2. Your host has the ability to install all dependencies
Note: In Satellite server 5.2 we have removed some packages from the install cd as the required versions are now provided in Red Hat Enterpise Linux.
