RHEL7 EFI boot order variables being replicated

Issue

When booting \efi\BOOT\BOOTX64.efi, a new boot order variable is being created causing the BootOrder list to be duplicated. The previous BootOrder list is replicated with the new boot order variable added to the middle of the new BootOrder list. This causes the new boot order variable to be added to a spot in the BootOrder list such that it won't be chosen by default.
