Why do I get the error "Registration Token unable to entitle system maximum membership exceeded" when I try to register a machine on my Red Hat Network (RHN) account?

Symptoms:
There are unused subscriptions in the Red Hat Network (RHN) account but when issuing the command "rhn_register" or "update --register", it gives the error:
