Why does running rhn_check on client system not pick up enqueued actions?

This is a problem that manifests itself when running a Satellite with an external Database server. If the time is not the same on the Satellite and the DB Server, rhn_check may not pick up enqueued actions. It has been observed that the problem is most likely a time zone setting disparity between the Satellite server, and the external Database server.
